Las sumas de que trata esta Ley serán incluídas en el Presupuesto de la próxima vigencia, y si así no fuere se faculta al Gobierno Nacional para abrir en cualquier tiempo, y sin más requisitos que la presente autorización, los créditos necesarios y hacer los traslados presupuéstales que permitan el cumplimiento de la presente Ley.
