La suma mencionada en el artículo 2o. se incluirá de preferencia en el presupuesto de la próxima vigencia, y en caso contrario, el gobierno queda ampliamente autorizado para verificar las operaciones presupuestales que se requieran para el fin indicado, y para arbitrar recursos por medio de empréstitos. Asimismo se autoriza al municipio de Versalles para efectuar operaciones de crédito garantizadas en el presente auxilio que será necesariamente por cien mil pesos ($ 100.000.00).
