Las Condecoraciones por virtudes militares podrán conferirse en el grado que corresponda al personal militar o Empleados Públicos del Ministerio de Defensa al servicio de las Fuerzas Militares, cuando en los últimos tres (3) años no les haya sido otorgada condecoración alguna por estos mismos méritos.
