Art. 98. Los Secretarios de Instrucción Pública y los Inspectores provinciales no podrán ser nombrados para puestos de elección popular, sino tres meses después de haber dejado de ejercer su empleo, por renuncia admitida. Los maestros de escuela pueden ser elegidos, pero dejan vacante el puesto que sirven por la aceptación de cualquier otro de elección popular.
