º. Adiciónase el artículo 4º del Decreto 855 de 1994 con el siguiente numeral: "18. Los bienes y servicios requeridos por la Organización Electoral - Registraduría Nacional del Estado Civil para la realización del proceso de modernización de la cedulación, identificación ciudadana y aquellos que requieran las entidades del Estado para acceder a los sistemas de información de la Registraduría Nacional del Estado Civil."
