º De la vigencia. El presente Decreto rige a partir de la fecha de su publicación, modifica en lo pertinente al Decreto 1860 de 1991, y deroga las disposiciones que le sean contrarias, en especial el Decreto 710 de 1987 y demás que lo modifiquen o adicionen.
