º. EXCLUSIÓN CARRERA ADMINISTRATIVA . Los empleados públicos del Ministerio de Defensa, de la Secretaria General, de las Fuerzas Militares y de la Policía Nacional, no pertenecen a la carrera administrativa y en su nombramiento prevalecerá un sistema de selección por méritos, aptitudes e integridad moral. Dentro de las normas del presente Estatuto, este personal progresa en el trabajo en razón de su eficiencia, constancia y seriedad y está amparado por el régimen de beneficios económicos y asistenciales consagrados en este Decreto.
