La Intendencia del Chocó procederá a crear una Junta especial, con residencia en Quibdó, si actualmente no la hubiere, compuesta de tres miembros principales y tres suplentes, la cual tendrá a su cargo la dirección de los trabajos del camino referido. El jefe de la Intendencia presidirá la Junta, y el servicio de miembros de ella será oneroso. Esta Junta nombrará otro auxiliar, también de servicio oneroso, en el Distrito de El Carmen, la cual se encargará de emprender trabajos sobre la misma vía, de modo que se prosiga simultáneamente desde ambos puntos terminales.
