-El artículo 5 del decreto número 827, de 20 de mayo último quedará así: No gozaran de franquicia en las encomiendas consistentes en artículos que no sean de consumo y de primera necesidad, ni las de cigarros, cigarrillos, tabacos, sin manufacturas licores y cervezas de cualquier clases, ni las dirigidas a enfermos que tengan comercio establecido de los artículos que reciban por encomiendas. Cuando lleguen encomiendas de artículos para personas que comercien con ellos, los administradores exigirán el pago de los derechos de la forma prescrita en el artículo 3º. su pena de sufrir la sanción correspondiente.
