Artículo veintiocho. Cuando una violación al Código de Ética Periodística aprobado por el Congreso Nacional de Periodistas en octubre de 1953, y trascrito en los considerandos del presente Decreto, afectare un particular, una persona jurídica, o una entidad administrativa o de servicio público, sin constituir injuria, será sancionada con multa de cincuenta pesos ($50.00) a cinco mil pesos ($5000.00). En este caso, serán aplicables la jurisdicción y el procedimiento especiales establecidos en los artículos anteriores.
