Habrá en la capital de la República un Instituto Pedagógico Nacional para Institutores y otro para Institutoras, donde se eduquen en la ciencia pedagógica maestros y maestras de escuela inferior, superior y normal, y profesores aptos para la enseñanza didáctica y para la dirección e inspección de la enseñanza pública nacional.
