De conformidad con lo dispuesto en el artículo 1º de la Ley 7ª de 1944, la "Convención sobre la notificación o traslado en el extranjero de documentos judiciales o extrajudiciales en materia civil o comercial" hecha en La Haya el 15 de noviembre de 1965, que por el artículo 1º de esta ley se aprueba, obligará al país a partir de la fecha en que se perfeccione el vínculo internacional respecto del mismo.
