Art. 24. ° Los Jueces de escrutinio serán nombrados por los Consejos electorales en los últimos días de Mayo de 1905, y de esta fecha en adelante cada dos años.

Los Jueces de escrutinio residirán en la cabecera de la circunscripción electoral y empezarán a ejercer sus funciones el 1 de junio siguiente á su elección.
