Autorizase a la Asamblea del Cauca para que cree el Distrito de Soatara, tomando el territorio del actual Distrito de Timbio, por los linderos que estime conveniente sin que tenga que llenar todos los requisitos exigidos por las leyes vigentes sobre la materia.
