Mientras se cumple por parte de la Asamblea lo dispuesto en el artículo anterior, se autoriza al Gobernador del Tolima para decretar inmediatamente la organización provisional política y administrativa de esa Provincia, y para fijar las dotaciones de los empleados y demás gastos que demande el servicio público, los cuales se harán por el Tesoro Departamental.
