Art. 2°. Es entendido que la aplicación a gastos comunes del producto de las rentas que administra la Junta nacional de Amortización, tiene carácter temporal; de tal manera que cuando tal producto no sea necesario a juicio del Gobierno para dichos gastos, quedará íntegramente en poder de la Junta, custodiado y administrado por ella.
