Articulo 1º. La instrucción militar se hará extensiva en caso de incapacidad física a los universitarios, normalistas, y alumnos de los colegios de segunda enseñanza a partir del cuarto año de bachillerato, o cuanto pertenezcan a cursos inferiores, si su edad es mayor de 15 años.
