Para el manejo de estas dragas constituyese una junta de cuatro ciudadanos distinguidos, los cuales serán nombrados por el Gobierno y prestaran sus servicios ad honorem.

Si la junta actuare en esta ciudad, será presidida por el Ministro de Obras Públicas, quien tendrá voz y voto en sus deliberaciones. Si estuviere fuera de Bogotá, la presidirá la autoridad que determine el miso Ministro, teniendo desde luego la mencionada autoridad voz y voto en las deliberaciones.

Esta junta tendrá un servicio de su libre nombramiento y remoción, con una asignación mensual de cien pesos ($ 100).
