Será facultativa la creación de los consejos territoriales transparentes, pero en ellos podrán participar, por derecho propio, ciudadanos que representen a los voceros de las instituciones o gremios que conforman el Consejo Nacional Transparente. La coordinación de estos consejos estará a cargo de los gobernadores y alcaldes respectivos.
