Artículo único Destínase la suma de veinte mil pesos ($ 20,000) como auxilio para la terminación del edificio que actualmente se construye en Bogotá para Asilo de indigentes y Casa de locos.

Dicha suma se dará por partidas mensuales á tres mil pesos cada una. En la misma forma se le darán $10,000 á la Casa de locos de Medellín.
