Queda facultado el Gobierno para contratar con ingenieros de la más alta reputación, el estudio técnico, el presupuesto de construcción, el prospecto de producción, etc., de una parte o de la totalidad de las vías determinadas en el artículo 4° En este caso, los estudios que hasta el presente se hayan verificado sobre alguna o algunas de tales líneas, se tomarán en cuenta para rectificarlos o complementarlos, si fuere necesario. Pero para la contratación del empréstito o empréstitos no será indispensable que el Gobierno ejercite previamente la facultad que se le confiere en este artículo.
