Autorizase al Gobierno para celebrar, por medio del Ministro de Obras Públicas, con uno o varios bancos de esta ciudad, operaciones de crédito, conducentes a obtener anticipaciones a acelerar los trabajos de construcción de caminos y carreteras nacionales, sobre el producto del Fondo Especial de Caminos, en un término hasta de dos años. Al efecto, podrá estipularse en los respectivos convenios la entrega directa por la Tesorería General al banco prestamistas, del producto mensual de dicho Fondo, a medida que la Tesorería lo vaya recibiendo.
