La presente ley rige a partir de la fecha de su publicación en el Diario Oficial; modifica el artículo 19 de la Ley 191 de 1995 ; modifica el parágrafo del artículo 58 de la Ley 223 de 1995 ; modifica el primer inciso y el parágrafo del artículo 59 de la Ley 223 de 1995 , adiciona el artículo 118 de la Ley 488 de 1998 ; modifica el inciso 1º del artículo 124 y el artículo 129 de la Ley 488 de 1998 ; y deroga todas las normas que le sean contrarias en especial el artículo 100 de la Ley 488 de 1998 , el artículo 46 de la Ley 383 de 1997 y el artículo 86 de la Ley 633 de 2000 .
