El Gobierno Nacional, por conducto de sus agentes respectivos, hará las gestiones para que en las distintas secciones del país se secunde y uniforme esta campaña por la producción agrícola; y al efecto, queda autorizado para acordar el plan de acción conjunta con los Departamentos Intendencias y Comisarías.
