Las personas que hayan prestado importantes servicios al país, que le hayan traído el aporte de talentos distinguidos, que hayan introducido industrias o invenciones útiles, o que hayan creado en el territorio nacional establecimientos industriales o explotaciones agrícolas de reconocida importancia, podrán obtener carta de naturaleza, aun cuando no llenen en su totalidad las condiciones prescritas en el articulo anterior.
