Art. 2.° A los acreedores por empréstitos en dinero hechos a la Confederacion Granadina, que no recibieron prenda en garantía de sus créditos, se les pagará en renta sobre el Tesoro estimada al cincuenta por ciento de su valor nominal, para el pago del capital del crédito, i los intereses conforme a la lei de 26 de abril del presente año.
