Créase el Consejo Nacional Laboral, el cual funcionará en la capital de la República; integrado en la forma prevista en la presente Ley, y cuya finalidad primordial será la de lograr la concertación de intereses económicos y sociales, en procura de una mayor justicia en las relaciones entre los empleadores y los trabajadores, dentro de un espíritu de equilibrio social que facilite el armónico desarrollo nacional y asegure el bienestar de todos los colombianos.
