º . La Navegación desde Cartagena o a dicho puerto por el canal del Dique en embarcaciones que carezcan de quilla y de condiciones apropiadas para la navegación en el mar, o sea en buques de construcción semejante a los que navegan en el río Magdalena, estará sujeta únicamente al régimen especial sobre navegación de los ríos nacionales, y la vigilancia de las rentas a cargo de la Aduanas se limitará a la que se ejerce en el río Magdalena.
