Objetivo. El objetivo del presente capítulo es reglamentar los parámetros, condiciones y requisitos básicos a los cuales deben sujetarse los municipios y distritos que cumplan los requisitos del artículo 278 de la Ley 1955 de 2019 para financiar la ejecución de infraestructura urbana vinculada a proyectos estratégicos de renovación urbana a través de la titularización de la totalidad o parte del mayor valor del recaudo futuro del impuesto predial unificado, que se genere en las zonas de influencia de los respectivos proyectos.
