000.000.00), serán garantizados por el Gobierno Nacional, y en los Presupuestos de las vigencias presupuestales el Gobierno incluirá, en cada una de ellas un millón de pesos ($ 1000.000.00) para atender al cumplimiento de este mandato.

Parágrafo

Si en los Presupuestos a que hace referencia este artículo, no fuesen incluidas las correspondientes partidas, el Gobierno queda facultado para efectuar los traslados, créditos y contracréditos que sean necesarios.
