Art. 4.° Los Bancos de Bolívar deberán retirar de la circulación á la par é incinerar en sus propios billetes cantidades iguales á las que vayan recibiendo, en billetes nacionales. Una vez pagada por el Gobierno á los Bancos la deuda, en los términos y cuantía expresados, éstos deberán haber retirado totalmente de la circulación é incinerado todas las cantidades que en sus propios billetes y por cualquier título hubieren emitido, so pena de incurrir en las sanciones legales consiguientes.
