°. La condecoración se concederá a servidores públicos y demás personas naturales o jurídicas, nacionales o extranjeras que participen en actividades encaminadas al desarrollo del sector. El Ministerio de Transporte reglamentará los grados que correspondan y las calidades exigidas para dicha condecoración.
