º Modificase el Artículo 5º de la Ley 100 de 1948, en el sentido de que los beneficios que consagra esta disposición a favor de los miembros de las Fuerzas Militares que sean retirados por invalidez relativa y permanente, adquirida a consecuencia del servicio, se reconocerán y pagaran cuando tal invalidez se haya producido tanto en tiempo de guerra o turbación del orden público, como en tiempo de paz.
