Autorizase al Gobierno para permutar con las Cooperativas de Habitaciones de Manizales, la zona de terreno ocupada por la carretera de Occidente, Manizales, Anserma…, comprendida entre las carreras dé clima a catorce, por las zonas que posee la Cooperativa, destinada a las calles públicas número 19, 20 y 21 de dicha ciudad, y las citadas carreteras.
