°. Dirección y administración del Fonam . La dirección y administración del Fonam está a cargo del Ministro de Ambiente, Vivienda y Desarrollo Territorial y del Consejo de Gabinete. Las actuaciones y decisiones del Ministro de Ambiente, Vivienda y Desarrollo Territorial y el Consejo de Gabinete, deberán estar enmarcadas en: • El Plan Nacional de Desarrollo. • La Política Ambiental. • El Plan de Acción del Ministerio de Ambiente, Vivienda y Desarrollo Territorial.

Parágrafo

El Ministro de Ambiente, Vivienda y Desarrollo Territorial es el representante legal y ordenador del gasto del Fonam.
