En caso de que el Administrador de una Aduana sospeche que los objetos que se presenten como equipaje de un individuo no le pertenecen, sino que corresponda en cargamento de otra persona, y se tratan de introducir de contrabando por ese medio, negará la exención de derechos, a menos que el interesado compruebe la verdad de su aserción con certificaciones del Capitán del buque y de dos individuos más, hábiles para ser testigos.
