El Gobierno, por intermedio de los Ministerios de Hacienda y Crédito Público y de Educación Nacional, apropiará anualmente a partir de 1974 en los respectivos Presupuestos de Rentas y Gastos las partidas de inversión que correspondan a la ejecución del Plan de Desarrollo de la Universidad Francisco de Paula Santander.
