El valor de las liquidaciones recurridas en la vía gubernativa según las normas vigentes, será protegido con una reserva del 100% de la parte objeto del recurso, y mientas no se agote la vía gubernativa esa parte no será útil para abrir o adicionar apropiaciones presupuestales. Esta norma solo se aplica a las liquidaciones y recursos realizados después de entrar en vigencia este artículo.
