Las Ordenanzas y Acuerdos que versen precisamente sobre presupuestos departamentales y municipales, lo mismo que los proyectos relativos a las materias incluídas en el artículo anterior, dentro de la órbita de las atribuciones constitucionales y legales de las corporaciones correspondientes, podrán aprobarse, igualmente, por mayoría absoluta de votos.
