La Dirección General del Presupuesto del Ministerio de Hacienda y Crédito Público se abstendrá de tramitar los anteproyectos de presupuesto en los cuales no aparezca, debidamente calculada y clasificada en forma autónoma dentro del presupuesto de funcionamiento de cada una de las entidades vinculadas al Fondo Nacional de Ahorro, la partida o partidas de que trata el artículo 1º., en la cuantía y forma previstas en el artículo 2º. de esta Ley.
