Antes del 30 de junio de 1984, las autoridades competentes desvincularán de los avalúos catastrales la fijación de las tarifas de los servicios públicos. Mientras las tarifas de servicios públicos se determinen con fundamento en los avalúos catastrales, las escalas para dichas tarifas deberán reajustarse anualmente en los mismos porcentajes con que se reajusten los avalúos, de conformidad can los artículos 176 y 177 de este Decreto.
