Las personas naturales que presten regularmente sus servicios al Instituto, tendrán la calidad de empleados públicos. Sin embargo, el Instituto podrá celebrar contratos administrativos de prestación de servicios especializados o de asesoría técnica con profesionales o entidades, nacionales o extranjeras, para la ejecución de trabajos específicos o labores esencialmente transitorias. Además, cuando las operaciones de campo lo requieran podrá, también en forma transitoria, tomar trabajadores ocasionales vinculados por conde trabajo.
