Art. 1º Prohíbese la emisión y circulación de billetes de bonos particulares y de cualquier otro documento ó cédula que tenga por objeto sustituir el papel moneda en la circulación.

Tampoco es permitida la emisión y circulación de libranzas ó billetes expedidos por los Gobiernos departamentales ó municipales de la República.
