° Las .empresas industriales y comerciales del Estado, las sociedades de economía mixta sometidas al régimen de empresa industrial y comercial del Estado y las entidades privadas que administran fondos públicos nacionales, presentarán sus anteproyectos de presupuesto a la Dirección General del Presupuesto y al Departamento Nacional de Planeación, antes del 1° de noviembre. Los decretos de aprobación se expedirán antes del 10 de diciembre de cada año.
