El presente Decreto rige a partir de la fecha de su publicación, surte efectos fiscales a partir del 1º de enero de 1986, modifica en lo pertinente el artículo 13 del Decreto-ley 897 de 1978, deroga las disposiciones que le sean contrarias, en especial el artículo 20 del Decreto - ley 897 de 1978, el artículo 12 del Decreto-ley 458 de 1984 y el Decreto - ley 110 de 1985.
