º . Adiciónase el artículo 15 del Decreto 2656 de 1993 con el siguiente inciso: No obstante las empresas del sector energético podrán solicitar la adición de recursos no incorporados en el presupuesto obtenidos por su desempeño financiero y administrativo para cubrir los costos que excedan el valor de la planta de personal vigente a 1º de enero de 1994 expedida legalmente siempre que los permita seguir mejorando su gestión.
