En el presupuesto de la próxima vigencia se incluirá una suma no inferior a cuarenta mil pesos ($ 40,000), para dar cumplimiento a esta Ley, y en caso de que así no se haga, facúltase al Gobierno para abrir los créditos, hacer los traslados o las operaciones que considere convenientes para su realización.
