°. Los objetos certificados no podrán cursar "a debe". En consecuencia, el empleado que los reciba del público exigirá que sean franqueados completamente. Los envíos que por cualquier causa cursaren sin el porte completo, no podrán entregarse al destinatario sino previo el pago del doble del porte en estampillas postales, que se adherirán y anularán sobre el objeto que se entrega.
