º De acuerdo con la organización dada a los trabajos del ramal de Ipiales, se procederá a ejecutar las obras de construcción necesarias, siguiendo la ruta fijada para esa vía por el Ministerio de Obras Públicas, o sea la que parte del punto denominado El Espino en la carretera de Pasto a Barbacoas, pasa por Guachucal y va a Ipiales.
