Certificado de disponibilidad . Aprobada la conveniencia del crédito por el Gobierno, se pedirá al Contralor del Departamento, por conducto del Secretario de Hacienda, el certificado de disponibilidad que ampare su apertura. Obtenido este certificado, el Secretario de Hacienda someterá el expediente del crédito a la aprobación del Consejo de Gobierno.
